EASTERN CAPE PROVINCIAL GOVERNMENT

CONSULTATIVE STAKEHOLDERS SUMMIT PRESENTATION OF THE STRATEGIC PLAN OF DEPARTMENT OF SPORT, ARTS & CULTURE
ON 27 AUGUST 1999

We are truly a nation at work for a better life for all.

In the first five years of government we have focussed on national reconciliation and addressing the legacy of the past. Through sport, 
arts and culture activities we have made a call to unite in diversity. What encourage us most, are the richness of talent and the 
enthusiasm of our people across the lengths and breadths of our province.

The potential for growth and development of the people of the Eastern Cape has to be tapped. The challenge for our department is to develop 
effective strategies to move beyond policy to the actual delivery of services. Most importantly, our department will focus on restoring 
human dignity.

This Strategic Plan seeks to define how the Eastern Cape government will utilize sport, arts and culture to promote reconstruction and 
development from this year 1999 to 2004. This plan seeks to provide a clear idea to all communities of what they can expect from this 
Department. Our strategic plan will amongst others, have a special focus on:

* Identifying talent and harnessing skills,
* Encouraging active participation by communities
* Creating opportunities for income generation and self sustenance
* Taking departmental services to where it matters most  closer to our people. For example, we will deploy some officers who are presently 
located at head office to regional and district offices.
The participation of our communities in sport, arts and culture will assist us in aggressively addressing the scourge of social ills such 
as HIV/AIDS, crime and substance abuse. Together with ou4r custodians of culture and heritage we wish to inculcate the spirit of ubuntu 
which will assist us to face the social challenges of today.

Together we would like to reinforce human values, promote sex education, and encourage women and children to interpret and understand their 
constitutional rights.

We value our stakeholders tremendously and we would like to forge partnerships with them in various ventures of:

* Sport, arts and culture programmes,
* Projects for the disabled, women and the youth
* Research and development
It is my fond wish that the strategic plan of the department will accelerate the delivery of services to our communities. It will serve as 
a useful reference for our officials, our partners in the other branches of government, non-governmental organisations, private sector, 
volunteers and above all, our clients who enjoy the services we provide. We therefore invite all of you to examine our strategies and to 
contact us with comments and inputs. As we move into the African century, effective service delivery will depend on a partnership between 
the department and its stakeholders. Sisonke Sinako  together we can!
